It&#8217;s a survey tool, built on WordPress, that turns public participation into something closer to Tinder than a town hall meeting. More than 80 Dutch municipalities now use it, along with five provinces and organizations including Rijkswaterstaat (the Dutch Ministry of Infrastructure and Water Management\u2019s executive agency) and the FNV (the Federation of Dutch Trade Unions), to reach residents who never show up to the meetings where local decisions get made.<\/p>\n\n\n\n<p>Three years ago, the VPS he ran with his previous hosting provider was putting all of that at risk. Florian Francken calls that quiet majority the silent majority, and reaching them is what led him to build Swipocratie.<\/p>\n\n\n\n<p>He studied political science, then trained as a graphic designer, and that evolved into UX design work. He spent 15 to 20 years as a freelancer before one of his last projects, for the province of Utrecht, sent him in a new direction: figuring out how to get more citizens involved in local policy decisions. That project became the seed for Swipocratie.<\/p>\n\n\n\n<p>The format is simple:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A citizen sees an image, a short label, and a question with two possible answers, such as whether they&#8217;d rather have green space or parking outside their house<\/li>\n\n\n\n<li>They swipe or tap to answer, then move to the next question<\/li>\n\n\n\n<li>A full survey of about 30 questions takes roughly three minutes to complete<\/li>\n<\/ul>\n\n\n\n<p>Beyond the 80-plus municipalities, Swipocratie&#8217;s reach extends past the Netherlands too, with projects for German municipalities and the state of Lower Saxony.&nbsp;<\/p>\n\n\n\n<p>One project shows the range: <strong>WATT NOU!<\/strong>, a campaign for the Natuur en Milieufederatie Utrecht (the Nature and Environment Federation).<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ran across 12 Utrecht municipalities<\/li>\n\n\n\n<li>Targeted residents aged 16 to 25, a group public surveys rarely reach<\/li>\n\n\n\n<li>Focused on the energy transition, meeting them on the platforms they already use<\/li>\n<\/ul>\n\n\n\n<p>Florian runs these surveys as paid campaigns targeted at specific communities or age groups, with a particular focus on what he calls the silent majority: residents who are affected by local decisions but rarely attend the meetings where those decisions get discussed.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8220;We call that the silent majority. Normally, they&#8217;re not involved, and with our tool, Swipocratie, they&#8217;re involved a little bit. Because it&#8217;s so simple to use, so easy, and it connects with social media behavior.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"from-community-input-to-a-live-wordpress-survey\"><\/span>From community input to a live WordPress survey<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Turning a room full of ideas into a working site is a challenge anyone building on WordPress will recognize. Here&#8217;s the workflow Florian has refined over time to get there:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Design sessions on Miro, where he and community members co-create the questions<\/li>\n\n\n\n<li>A short list of images and answer options for each question, the part he describes as hardest to get right: simple enough for a three-minute survey, nuanced enough to produce a useful answer<\/li>\n\n\n\n<li>A WordPress build, using a template site structure he duplicates and imports for each new project<\/li>\n<\/ul>\n\n\n\n<p>Florian handles most projects himself, bringing in freelancers, small companies, or advisors only when a project grows too large to manage alone.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8220;The problem can be that it&#8217;s too superficial, too quick, too black and white.
